No Tuner Available msg when changing channels

Setup:
Quad DVB card in HP Microserver.
Server 2012 R2
Arugs TV 2.3RC

Client:
Mediaportal 1.9 Final
Win 8.1

If I change channels in MP, it often comes up with a "No Tuner Available" message. I've also noticed that Argus server always uses the same tuner (#4) for the Mediaportal client. I can manually record with all 4 tuners in the Argus TV Recorder console. I've checked a dozen times and all services are mapped to all cards. I've looked through every log file I can find and can't seem to see any errors.

Any suggestions?

OK by turning up loggin on the MP client, I managed to generate this error inthe logs
