Argus 2.3 install hangs

I had a problem with argus Scheduler crashing badly. It wouldn't auto start so i started it in services and it would start fine but would not connect. When I tried to stop it/restart it in services it would timeout and I had to go to the task manager to kill it. I rebooted and got the same thing. So I decided to upgrade to 2.3 and now it hangs at

I renamed C:\ProgramData\ARGUS TV and C:\Program Files (x86)\ARGUS TV, but still have the same problem. Firewall and anti-virus are disabled. I have rebooted many times to see if it helps, but .

I still have no working Argus TV working. Any Ideas of what can be blocking the install?.
